Get to know the foundation, vision, and team behind CIPRAD.
The Center for Project Research and Resource Development (CIPRAD) is an independent research and development organization dedicated to strengthening evidence-based decision-making in development policy and program implementation. The center focuses primarily on policy research and development as well as monitoring and evaluation (M&E) of development initiatives.
CIPRAD works to generate credible research, support data-driven policy formulation, and enhance the effectiveness, accountability, and impact of development programs across sectors.
CIPRAD was established in response to the growing need for reliable research, sound policy analysis, and robust monitoring and evaluation systems to guide development planning and implementation. Many development programs and public policies face challenges related to inadequate evidence, weak evaluation mechanisms, and limited institutional capacity for data-driven decision-making. CIPRAD was therefore founded to bridge this gap by providing high-quality research, analytical insights, and technical support to governments, development partners, civil society organizations, and other stakeholders engaged in development initiatives.
CIPRAD operates as an independent, non-partisan research and development organization committed to professional integrity, transparency, and accountability. The institution functions within an established governance structure that includes a Board of Directors and a professional management team responsible for strategic oversight and operational management.
The organization adheres to national legal and regulatory requirements governing research institutions and non-profit organizations, ensuring compliance with ethical standards and professional best practices.
CIPRAD undertakes research, policy analysis, and monitoring and evaluation activities at local, national, and regional levels. While the organization primarily focuses on supporting development initiatives within its country of operation, it also collaborates with regional and international partners to contribute to broader policy dialogue, knowledge sharing, and development learning across different contexts.
